Failure to pass the examination INDIAN POLICE SERVICE (PROBATIONERS' FINAL EXAMINATION) RULES, 1999 11 . Received the assent of the President New Delhi, the 4th October, 1999 on G.S.R. 335, and published in the Gazette of India, No. 42, Part II, Sub-section (i) of Section 3, dated October 16, 1999-MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS (Department of Personnel and Training). G.S.R. 335.- In exercise of the powers conferred by sub-section (1) of section 3 of the All India Services Act, 1951 (61 of 1951) and in supersession of the Indian Police Service (Probationers' Final Examination) Regulations, 1987, except as respects things done or omitted to be done before such supersession, the Central Government, in consultation with the State Governments and the Union Public Service Commission, hereby makes the following rules, namely:- 1. Short titles and commencement :- (1) These rules may be called the Indian Police Service (Probationers' Final Examination) Rules, 1999. (2) They shall be deemed to have come into force from the first day of January, 1996. 2. Definitions :- In these rules, unless the context otherwise requires :- (a) 'Academy' means Sardar Vallabhbhai Patel National Police Academy; (b) 'Director' means Director of the Academy; (c) 'final examination' means the examination conducted by the Director of the Academy at the end of the training in which the marks obtained in the periodical tests are also included; (d) 'probationer' means a person appointed to the Indian Police Service on probation; (e) words and expressions used herein and not defined but defined in the All India Services Act, 1951 shall have the meanings respectively assigned to them in the said Act. 3. Basic Course :- (1) The curriculum of training and study of the basis course for the probationers shall be in three parts containing Part-I : Compulsory Indoor Subjects, Part-II : Compulsory Outdoor Subjects and Part- III : Qualifying Subjects as follows : Part-1 Compulsory Indoor Subjects Paper 1 Police in Modern India -150 marks Paper 2 The Constitution of India and Indian Evidence Act, 1872 -100 marks Paper 3 Indian Penal Code, 1860, The Contempt of Court Act, 1971, The Dowry Prohibition Act, 1961, The Narcotic Drug and Psychotrophic Substances Act, 1985, The Juvenile Justice Act, 1986, The Probation of Off enders Act, 1958, The Motor Vehicle Act, 1988, The Foreigners Act, 1946, The Commissioner of Enquiry Act, 1952, The Representation of People Act, 1951, The Consumer Protection Act, 1986, The Mental Health Act, 1987, The Arms Act, 1959, The Indian Explosives Act, 1884, The Explosives Substances Act, 1908, The Immoral Traffic (Pre- Prevention) Act, 1956, the Prevention of Corruption Act, 1988, The Police Forces (Restriction of Rights) Act, 1966, The Police (Incitement to Disaffection) Act, 1922, The Protection of Civil Rights Act, 1955 and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989. -125 marks Paper 4 Code of Criminal Procedure, 1973 -125 marks Paper 5 Criminology -75 marks Paper 6 Investigation -125 marks Paper 7 Forensic Medicine -50 marks Paper 8 Forensic Science (Theory & Practicals) -100 marks Paper 9 Maintenance of Public Peace and Order -150 marks Paper 10 Police Leadership and Management (Theory and Practice) -100 marks Paper 11 Personality Development and Ethical Behaviour -100 marks -1200 marks (2) The detailed syllabus for each subject specified in sub-rule (1) shall be determined by the Director before the commencement of each basic course. A copy of detailed syllabus shall be forwarded to the Central Government for its approval. 4. Periodical tests and final examination :- (1) Every probationer during the period of training in the Academy shall have to appear in the periodical tests and final examination. (2) Date and time and the syllabus of the periodical tests to be conducted in each subject during the course of training shall be determined by the Director before the commencement of each. basis course. (3) The Director shall be responsible for conducting the periodical tests and final examination. (4) The dates on which and the location of places at which the periodical tests and final examination are to be Conducted shall be notified by the Director in advance. 5. Qualifying marks in the periodical test and final examination :- (1) Every probationer shall be required to obtain a minimum of fifty percent marks in each periodical tests and in the final examination in each compulsory indoor subject and in each compulsory outdoor subject. (2) Every probationer shall also be required to obtain such standard of proficiency in each qualifying subject as the Director may determine with the prior approval of the Central Government. 6. Failure to pass the examination :- Where any probationer is not able to obtain minimum qualifying marks as specified under sub-rule (1) of Rule 5, his case shall be dealt with in accordance with the provisions of Rule 8, Rule 9, Rule 10 and Rule 12.
