Sri P. Naveen Rao, J.—Petitioner was retired from service of New Science College as Lecturer in Physics. The grievance of the petitioner is that Carrier Advancement Scheme benefits are not extended to him in spite of the request made on several times and the petitioner is made to suffer financially on account of inordinate delay in granting the relief.

Petitioner earlier filed Writ Petition No. 13286 of 1993 aggrieved by the proceedings dated 2.8.1993 and sought for consequential direction to reinstate the petitioner into the post of Lecturer in Electronics and direct the respondents 1 and 2 therein to admit his post to grant-in-aid. On an elaborate consideration of the issue, this Court allowed the Writ Petition by issuing various directions. Aggrieved thereby, the State preferred Writ Appeal No. 1041 of 2003, which was dismissed by the judgment dated 25.09.2003. The SLP filed against the decision of the Division Bench of this Court was dismissed. The issue has attained finality.

3. Alleging non-compliance of the directions, the petitioner field CC No. 949 of 2004. During the pendency of the said CC, the Director of Collegiate Education passed orders dated 3.1.2005 regularizing the services of the petitioner as Lecturer in Physics, New Science College, Ameerpet, Hyderabad with effect from 17.1.1985. It was also ordered that the period would be regulated for the purpose of pension and other related benefits.

Learned counsel for petitioner contends that as a consequence to regularization of services the petitioner is entitled to extension of Carrier Advancement Scheme benefits i.e., ''Senior Scale'' and ''Selection Grade'' Proposals on this issue are pending with the Government. Earlier, the Government wanted the estimation to be made regarding the financial implication to grant benefits to the petitioner. Though such information was already furnished, the Government is yet to take a decision. The issue is pending consideration with the Government and on account of inordinate delay, grave prejudice is caused to the retired employee.

5. In continuation to earlier representations, the petitioner submitted further representations on 31.7.2014 and 11.8.2015 and counsel for the petitioner states that these representations are yet to be disposed of and the claim is yet to be decided.

Having regard to the said submissions, without expressing any opinion on merits, the Writ Petition is disposed of directing the Principal Secretary to Higher Education Department-first respondent herein, to pass orders on the representations dated 31.7.2014 and 11.8.2015 submitted by the petitioner, with references to the claim of the petitioner for grant of Senior Scale and Selection Grade as per the Carrier Advancement Scheme, as expeditiously as possible, preferably within a period of four weeks from the date of receipt of a copy of this order. There shall be no order as to costs. As a sequel thereto, miscellaneous petitions, pending if any, shall stand closed.
