Saraf, J.@mdashIt is recorded that the respondents, in spite of several orders passed by this Court, have failed to produce necessary and the relevant documents that were required for final adjudication of the matter by this Court. However, without going into the merits of this case, I direct the Tribunal to decide the appeal filed by the petitioner within a period of three months from the date of service of this order.

2. Till the final decision of the Tribunal, the interim order passed on 12.12.1994 shall remain operative and the order dated 31.10.1994 shall remain suspended.

3. It is open to the petitioner to take any additional grounds which have not been taken before the Tribunal except the ground which the Tribunal is unable or incompetent to entertain.

4. The petitioner shall be at liberty to make a fresh writ petition on passing of the order by the Tribunal.

5. The writ petition is disposed of.
