Hariparanthaman, J.@mdashAccording to the writ Petitioner, he has done the work of black topping in double layer for the Govindamangalam and Anandur Road in R.S.Mangalam Panchayat Union to an extent of 2 kilometers in the year 1993-1994. For the afore-said work, the Petitioner was yet to be paid an amount of Rs. 1,15,745/-and this amount is claimed in this writ petition based on the revised estimate.

2. The fourth Respondent filed counter affidavit stating that the Petitioner was not at all given the contract of laying down the road. It is also stated that there was No. order accepting any revised estimate.

3. Disputed questions of facts have arisen in this case and this Court could not go into the disputed question of facts. The judicial review in matters involving contracts are very limited. Hence, the writ petition is dismissed. Since the writ petition is dismissed, the application seeking to implead the Road Inspector after hearing the matter is rejected. No. costs.
