1. Attention of the Court has been drawn to a communication dated 28.09.2018, wherein the names of the employees working on daily wages for a

very long period of time have been recommended for regularization against the vacant posts available.

2. With this development, keeping in mind that most of these Petitioners have been admittedly working under the Corporation for more than two

decades and are still serving the organization, it is high time that the State authorities show sense and order regularization of such persons so

recommended. The Court gets a feeling that in the manner in which the Petitioners are being exploited for years, slavery which had been abolished in

the 18 th Century has again manifested itself in modern form and that too by a democratically elected government under the Indian Constitution.

3. The Respondent authorities, especially, the Joint Director, Urban Administration and Development Department, Government of Chhattisgarh will be

well advised to accept the recommendation made by the Chief Municipal Commissioner, Nagar Nigam, Bilaspur vide his letter No.1680 dated

28.09.2018 preferably within a period of 8 weeks and take a decision of directing and permitting the Municipal authorities to appoint the Petitioners on

substantive basis since they have given the best part of their life working as daily wager and sanctioned posts are available.

4. Writ application is disposed off with the above direction.
