@JUDGMENTTAG-ORDER
1. The Petitioner one Deo Kumar Singh a self-styled social worker calling himself a President of Sandesh Block Kisan Cell, Rastriya Janta Dal, has filed this petition as a public interest litigation submitting before the court that an inquiry by the Central Bureau of Investigation be ordered on the affairs of the Bhojpur-Rohtas Gramin Bank, South Ramana Road Ara, Bihar, as there has been large scale bunglings and financial irregularities in the matter relating to disbursement of loans and recoveries. He has appended to this petition newspaper cuttings and the correspbndence between his party, the Rastriya Janta Dal, with the Bank.
2. The notice of the court on a writ petition cannot be had for the askance. The Petitioner apparently has taken no responsibility upon himself. Indeed, if embezzlement has taken place, as he alleges, then he should institute a First Information Report or for that matter a complaint before an appropriate Magistrate for making inquiries on allegations of embezzlement and misappropriation.
3. The High Court cannot encourage such writ petitions as public interest litigations. The petition appears more like a political platform. Nothing restrains the Petitioner from raising these issues into the affairs of the Bank at the question hour In the proceedings before the Legislature and other remedies available to him.
