Battalion-Second-in-Command, Class-I(Border-Wing-Home- Guards) Gujarat State Recruitment Rules, 2007 In exercise of the powers conferred by the proviso to Art. 309 of the Constitution of India, the Governor of Gujarat, hereby makes the following rules, to provide for regulating recruitment to the post of Battalion-Second-in-Command Class-I in the Border Wing Home Guards Services, Gujarat State, namely: 1. . :- These rules may be called the Battalion-Second-in-Command, Class-I (Border-Wing-Home-Guards) Gujarat State Recruitment Rules, 2007. 2. . :- Appointment to the post of Battalion-Second-in-Command, Class-I shall be made either, (a) by promotion of a person of proved merit and efficiency from amongst the persons who, (i) have worked for not less than eight years in the cadre of Subedar Staff Officer or Subedar Company Commander Class II in the Border Wing Home Guards, (ii) have passed the qualifying examination for computer knowledge as may be prescribed by the Government in accordance with the provision of the Gujarat Civil Services Classification and Recruitment [General] Rules, 1967 as amended from time to time, (iii) possess valid Light Motor Vehicle driving licence and driving experience for a period of not less than two years as on the date of promotion; and (iv) fulfill the requisite criteria of physical fitness as prescribed in Notification 'A' to this rules: Provided that where the appointing authority is satisfied that a person having an experience specified in the (i) clause above is not available for promotion and that is necessary in the public interest to fill up a post by promotion; even of a person having experience for a lesser period, it may, for reasons to be recorded in writing promote such person who possesses experience of a period of not less than two third of the period specified in the clause (i), or (b) by direct selection. 3. . :- To be eligible for appointment by direct selection to the post mentioned in Rule 2, the candidate shall, (i) be not be more than 42 years of age, (ii) possess a degree from any university incorporated by an Act of the Central or State Legislature in India or other educational institute established by an Act of the Parliament or declared to be deemed University under Sec. 3 of the University Grants Commission Act, 1956 or possess an equivalent qualification recognized as such by the Government for this purpose, (iii) have served as a Commissioned officer in the Army or Air force or Navy for about five years or served as an Assistant Commandant or Deputy Superintendent of Police for about five years in the Border Security Force or Central Reserve Police Force or Sate Reserve Police Force or State Armed Police, (iv) possess the basis knowledge of computer application as prescribed in Gujarat Civil Services Classification and Recruitment (General) Rules, 1967, as amended from time to time, (v) possess valid Light Motor Vehicle driving licence and have driving experience for a period of two years as on the date of application, (vi) possess the minimum physical standards as prescribed in Appendix "A" to this rules, (vii) possess adequate knowledge of Gujarati and Hindi or both : Provided that the age limit may be relaxed in favour of a candidate who is already in the service of the Government of Gujarat in accordance with the provisions of the Gujarat Civil Service Classification and Recruitment (General) Rules, 1967, as amended from time to time. 4. . :- A candidate appointed by direct selection shall be on probation for a period of two years. 5. . :- The candidate appointed by direct selection shall be required to pass the department examination and an examination in Gujarati or Hindi or both in accordance with the rules prescribed by the Government from time to time. 6. . :- The candidate appointed either by direct selection or by promotion shall have to undergo such training and pass such examinations as may be prescribed by the Government from time to time. 7. . :- The selected candidate shall be required to furnish a security and surety bonds in such form and for such period and amount as may be prescribed by the Government from time to time.
