Rule 71 BOMBAY STATE RESERVE POLICE FORCE RULES, 1959 In exercise of the powers conferred by section 21 of the Bombay State Reserve Police Force Act, 1951 (Bom. XXXVIII of 1951), read with section 2 of the Bombay State Reserve Police Force (Extension and Amendment) Act,1958 (Bom. LXXIV of 1958) and in supersession of the Bombay State Reserve Police Force Rules, 1954 and any other rules corresponding thereto in force in any part of the State, the Government of Bombay hereby makes the following rules, namely CHAPTER 1 Preliminary 1. Rule 1 :- (1) These Rules may be called the Bombay State Reserve Police Force Rules, 1959. (2) They extend to the whole of the State of Bombay. 2. In these Rules, unless there is anything repugnant in the subject or context :- (a) "Act" means the Bombay State Reserve Police Force Act, 1951; (b) "appointed to be a Reserve Police Officer" A person is said to be appointed to be a Reserve Police Officer when in accordance with these appointed rules or in accordance with the rules applicable at the time as the case may be, he discharges for the first time the duties of the post borne on the cadre of the Bombay State Reserve Police Force or commences the period of probation prescribed for members thereof. Explanation. The appointment of a person holding a post borne on the cadre of any other service to hold additional charge of a post borne on the cadre of the Bombay State Reserve Police Force or to discharge the current duties thereof, shall amount to an appointment to the State Reserve Police Force; 1 [(bb) "Appendix" means an Appendix appended to these rules;] (c) "Commanding Officer" means the seniormost officer, present in charge of a State Reserve Police Force unit posted at any place for active duty; (d) "duty" A person is said to be "on duty" as a Reserve Police Officer (i) when he is performing the duties of a post borne on the cadre of the Reserve Police Force or is undergoing the period of probation prescribed for the service, or (ii) when he is on joining time; or (iii) when he is absent from duty on authorised holidays or no causal leave taken in accordance with the instructions regulating such leave issued by the State Government, having been on duty immediately before and after such absence; (e) "Promotion" means an appointment of a member of the State Reserve Police Force from any lower rank to a higher rank; (f) "recruited by transfer" A person is said to be recruited by transfer to the service when the time of his first appointment thereto, he was either a confirmed member or a probationer in another service of the State Government; (g) "recruited direct" A person is said to be recruited direct to the service when at the time of his first appointment thereto, he was not in the service of the State Government. 1. Ins. by Guj. Gaz. Pt. IV-B, dt. 1-5-1986, P. 567. CHAPTER 2 Control, Location, Administration and Organisation. 3. Rule 3 :- The superintendence and control over the Reserve Police Force shall subject to the authority of the State Government be exercised and carried on or be administered 1 [through the Inspector General of Police or if so directed by the State Government generally or in respect of any group of the State Reserve Police or part thereof through an Additional Inspector General of Police.) In such administration the Inspector- General of Police shall be assisted by one or more of the Deputy Inspector-General of Police selected from time to time by the State Government in this behalf. 1. Substituted by G.G.Gaz. IV-B, dated 16-2-1967, Page 109. 4. Rule 4 :- The State Reserve Police Force shall be divided into separate, each unit to be called a Group. The location of each of this group and the number of such Groups shall be decided by the State Government from time to time. 5. Rule 5 :- (1) The Deputy Inspector-General of Police, selected under rule 3 shall be in administrative charge of all the State Reserve Police Groups: Provided that where more Deputy Inspector-General of Police than one are selected under rule 3, each of them shall be in charge of such State Reserve Police Group or Groups as the State Government may direct. (2) Subject to the orders of the Inspector-General of Police and the Deputy Inspector-General of Police in the administrative charge of the State Reserve Police Force, the Commandant of each Group is vested with the authority for the regulation, direction and administration of the Group as its executive head. 6. Rule 6 :- (1) The organisation of each Group will be as under: There shall be an officer called the Commandant in command of each Group, having the same powers as those of a District Superintendent of Police as far as the personnel of the Group under his command are concerned. To assist him in the discharge of his duties, there shall be an Assistant Commandant and an Adjutant, who shall have the same power as an Assistant Superintendent of Police or Deputy Superintendent of Police as far as the personnel of the Group to which they are appointed are concerned. (2) Each Group shall consist of the following: (i) Two Battalions consisting of four Active Companies each. (ii) One Technical and Reserve Company, (iii) One Administration Company. (iv) Motor Transport Section. (v) Wireless Section. (vi) Hospital Section, (vii) Office Establishment, (viii) Followers. (3) A Battalion shall be commanded by an officer called "Battalion Commander", who shall be of a rank equivalent to that to an Inspector of Police. (4) Each of the Active Companies shall be commanded by an officer called "Company Commander" of a rank equivalent to that of a Sub-Inspector of Police. Each such Active Company shall consist of three Platoons, each commanded by an officer called "Platoon Commander" of a rank equivalent to that of an Armed Police Jamadar, plus a Company Head Quarters Wing. (5) The Technical and Reserve Company and Administration Company shall form the Group Head Quarters Wing. The Head Quarters Wing shall be d irectly under an officer called "Commander Head Quarters Wing" who shall be of a rank equivalent to that of an Inspector of Police. (6) The Motor Transport Section shall for the purposes of technical matters be in charge of an officer of the rank of Police Inspector, Motor Transport, or the Sub-Inspector, Motor Transport, as may be directed by the State Government. All personnel of the Motor Transport Section shall be under the control of the Commandant for the purposes of administration discipline and operational control. In technical matters they shall be under the supervision of the Superintendent of Police, Police Motor Transport System, Bombay State. (7) The Wireless Section shall for the purposes of technical matters be in charge of an officer of the rank of Police Inspector, Wireless, or such other officer, as may be directed by the State Government. All personnel of the Wireless Section shall be under the control of the Commandant for the purposes of administration, discipline and operational control. In technical matters they shall be under the supervision of the Superintendent of Police, Police Wireless System, Bombay State. (8) The hospital Section shall be in charge of a Subordinate Medical Service Officer for technical matters. The whole Hospital Section shall be under the Control of the Commandant for the purposes of administration, discipline and control. (9) For the Office Establishment, there shall be one Head Clerk, one Accountant, three selection Grade Clerks, four Junior Grade Clerks and Class IV servants. The Establishment shall be under the direct control of the Commandant. (10) There shall be 111 Followers in each Group consisting of cooks, mess servants, washermen, cobblers, barbers, tailors, sweepers and orderlies. (11) The detailed organisation of an Active Company, Reserve and Technical Company and Administration Company shall be as shown in parts (a), (b) and (c) respectively, of Appendix I. (12) The organisation of the Motor Transport Section, Wireless Section and Hospital Section and the details of their ranks and number of posts shall be as shown in parts (a), (b) and (c) respectively of Appendix II. (13) The organisation of the Office Establishment and Followers regarding the designation, and number of posts shall be as given in parts (a) and (b) respectively, of Appendix III. (14) Details regarding designation, rank and number of posts of officers and members of subordinate rank in a State Reserve Police Group will be as given in Appendix IV. 7. Rule 7 :- (1) The State Reserve Police Group shall be under the operational control of the Inspector General of Police: Provided that the Inspector-General of Police may for special reasons authorise any Deputy Inspector-General of Police to exercise operational control over all or any of the Groups or part thereof. (2) Where in the opinion of any Deputy Inspector-General of Police of any range, a grave and sudden emergency exists he may utilise the services of any State Reserve Police Group whether such group is located in that range or not and shall forthwith make a report thereof to the Inspector-General of Police. CHAPTER 3 Duties and Responsibilities. 8. Rule 8 :- The Commandant shall be responsible for the training administration, health and maintenance of discipline and efficiency of all officers and subordinate ranks in the Group. He shall supervise all duties performed by those under his command. He is particularly responsible for the training of officers of the above the rankof Jamadars under his command. He is also responsible for the security of all arms, ammunition and equipment in charge of the Group. He shall issue such orders from time to time as are found necessary for the regulation and administration of the Group under his charge. 9. Rule 9 :- The Assistant Commandant shall help the commandant in the performance of his duties and, in the absence of the Commandant particularly for a long duration, will perform the same duties as the Commandant. 10. Rule 10 :- The Adjutant shall be responsible mainly for the administration of the Head Quarters Wing and training of all Head Constables. He shall also be responsible for ti.e maintenance of proper accounts of Group Stores, arms and ammunition. 11. Rule 11 :- The Battalion Commander shall be responsible to see that all personnel under his command are kept to the highest pitch of efficiency and look after their well-being and health. He shall lead his subordinates when on active duty whenever there is an important task to be performed under his personal supervision. 12. Rule 12 :- The Company Commanders, Platoon Commanders and Section Commanders shall be responsible in the same way as the Battalion Commander for the efficiency, well-being and health of the men under their command. They shall, as a rule, lead the members of Reserve Police Force under then on active duty. CHAPTER 4 General Rules 13. Rule 13 :- Recruitment to all ranks of the State Reserve Police shall ordinarily be made from persons who are the citizens of India. 14. A person who is not a citizen of India may be recruited to the Force if :- (i) he is a subject of Nepal or Sikkim, or (ii) He has mighted from Pakistan with the intention of permanently settling down in India, provided that he has obtained a certificate of eligibility in his favour issued by Political and Services Department. The certificate shall be attached to the service record of the person in whose favour it issued. 15. Rule 15 :- The certificate of eligibility prescribed in rule 14 (ii) shall not be necessary in the case of displaced persons from Pakistan (a) who migrated to India before the 19th July, 1948 and have ordinarily been residents in India since then, and (b) who migrated to India on or after the 19th July 1948, but before the 30th September, 1948 such persons shall however produce before the appointing authority or the Bombay Public Service Commission along with their application forms, as the case may be and affidavit sworn before Presidency Magistrate or a First Class Magistrate in one of the following forms: (i) "I declare that I migrated to India from Pakistan before the 19th July 1948 and have ordinarily been a resident in India State of....................since then". (ii) "I declare that I Migrated to India from Pakistan on or after the 19th July 1948, but before the 30th September 1948. I further declare that I had got myself. entered the registered as a citizen of India before services under Government of Bombay the 26th January 1950. without a certificate of eligibility before the 26th January 1950." 16. Rule 16 :- A person eligible for recruitment under rule 14 may apply to a Magistrate authorised to grant a certificate for the issue to him of a certificate of age and nationality required for recruitment. The Magistrate may issue the required certificate, after scrutinising the application and the evidence produced by the applicant in respect of his age and nationality. 17. Rule 17 :- A mere declaration of domicile, shall not be held to be sufficient evidence that a candidate possess the required domocile. The facts of each case shall be examined and a decision arrived at on them. 18. Rule 18 :- Conviction by itself may not be considered as a disqualification but each case shall be considered on it merits with due regard to the nature of the offence for which the person concerned was convicted: the guiding principle being whether the act involves moral turpitude or not. 19. Rule 19 :- Unless appointment is made by promotion, recruitment to the ranks of Head Constables and Constables of the State Reserve Police Force shall be made either from (a) Armed Section of the Bombay State Police, or (b) Armed Section recruitment. 20. Rule 20 :- For recruitment as mentioned in clause (a) of rule 19, the Commandant with the consent of the Superintendents of Police of the District concerned or the Commissioner of Police shall select such Head Constables and Constables as are both fit and willing for service in the State Reserve Police Force. A list of such selected persons shall be submitted to the Inspector-General of Police on whose orders the transfer of the Force will be effected. 21. Rule 21 :- For recruitment as mentioned in clause (b) of rule, 19 the minimum qualifications shall be as under: - (i) Age : Between 18 years and 22 years, (ii) Height: 5-5". (iii) Chest Measurement: 33" expanded, with minimum expansion of 2". (iv) Weight: 110 lbs. 1[(v) Educational qualification: 2 [(a) in respect of Constables, VII standard in any regional language of the Indian Union; and (b) in respect of Head Constables, the Secondary School Certificate examination or an examination recognised by Government as equivalent to that Examination]. (vi) The candidate should not have knock-knees or flats feet, (vii) He should have a good physique and an alert mentality. 1. Substituted by G.G. Gaj.; IV-B, dated 3-8-1961, Page 329. 2. Rule 22 :- For any special reasons to be recorded in writing the Deputy Inspector- General of Police in charge of the Force may sanction enlistment of any direct recruit who is lacking in any one or more of the qualifications, specified in the foregoing rule. 23. Rule 23 :- (1) Discharged personnel of the Indian Army who are otherwise fit and posses the minimum qualifications mentioned in rule 21 may also be enlisted in the State Reserve Police Force. In selecting such candidates, preference shall be given to Indian Army personnel from the combatant units. Personnel of non- combatant units shall not be recruited unless there are special reasons. (2) Ordinarily, no ex-Indian Army personnel shall be recruited, if he is above the age limit of 22 years unless (i) the number of years of service in the Indian Army is not less than the number of years, by which he is overage for recruitment; and (ii) the interval between the date of his discharge from the Indian Army and recruitment to the State Reserve Police Force is not greater than 2 years; and (iii) his age does not exceed 32 years. 24. Rule 24 :- Unless appointment is made by promotion, recruitment to the graces of Company Commanders and Platoon Commanders in the Force shall be made from (a) Armed Section of the Bombay State Police Force, and (b) Direct recruits. 25. Rule 25 :- For recruitment as mentioned in clause (a) of rule 24, the same procedure as mentioned in rule 20 in the case of Head Constables and Constables shall be adopted. 26. Rule 26 :- For recruitment as mentioned in clause (b) of rule 24, there shall be a Selection Committee consisting of the Deputy Inspector General of Police in charge of the Force as the president, and two other officers of or above the rank of a District Superintendent of Police, one of whom should be a Commandant of the State Reserve Police Group, the latter two officers being nominated by the Inspector General of Police. For appointment to these posts application shall be invited from amongst discharged Junior Commissioned Officer of the Indian Army or from persons who may have similar experience and qualifications. 27. Ordinarily, the selection of direct recruits will be confined to ex-Army personnel :- (i) who are below 25 years of age; (ii) who have long experience in any combatant unit of the Indian Defence Forces; and (iii) who are mentally, physically and educationally considered fit for active service in the State Reserve Police Force. 28. Appointment to the posts of Commander of Head Quarters Wing and Battalion Commander shall be made :- (a) by promotion, or (b) by selection from the officers of the State Police Force. 29. Recruitment to the clerical cadre of the office of the Commandant shall be made by :- (a) transferring of a clerk of and above the rank of Selection Grade clerk from the establishment of Superintendent of Police of a District or of the Commissioner of Police; and (b) appointment of Junior Grade clerks by the Commandant of the Group from amongst outside candidates. The appointment of the Head Clerk shall be made by the Inspector General of Police from his combined cadre of clerks. 30. Rule 30 :- The same qualifications as are necessary for employment of clerks in the office of the District Superintendent of Police shall be necessary in the case of direct recruits. 31. Rule 31 :- The followers shall be recruited by the Commandant of the Group concerned from the members of the public. The Followers must have the necessary skill to discharge their various duties, i.e. Followers who are employed on skilled work like cooking or tailoring, have attained the requisite efficiency and knowledge of that trade. C H A P T E R 5 Scale of Clothing, Accoutrements, Arms and Ammunition 32. Rule 32 :- The number of articles of clothing and accoutrements, together with the period of their duration, and the scales of arms and ammunition to be furnished to the members of the Force shall be as given in Appendices V and VI, respectively. CHAPTER 6 Dress Regulations 33. Rule 33 :- The number of articles of dress and equipment to be furnished to the Constables together with their period of service, shall be as given in Appendix V. 34. Rule 34 :- The dress and equipment of Head Constables shall be the same as that of Constables. The different ranks of Head Constables shall be denoted by different badges of ranks mentioned against each of them in rule 36. 35. Rule 35 :- All officers when parading or operating with the units will wear exactly the same dress, with the exception of badges of ranks, as worn by the members of the units. On other occasions, an officer holding the rank equivalent to or higher than that of an Inspector of Police may wear the same Review Order, Full Dress or Working Dress, as is suitable to the occasion, as is worn by the officer of corresponding rank in the State Police Force, except that he shall not carry a sword and that he may wear shoulder titles of State Reserve Police instead of Indian Police, Indian Police Service or Bombay Police Service as the case may be. 36. Rule 36 :- The following badges of ranks shall be worn by the different grades of Head Constable and Officers:- 37. Rule 37 :- (1) Every officer of the Reserve Police Force of and above the rank of a Company Commander shall provide himself with articles of uniform prescribed for him at his own expenses as in the case of the State Police Force employed in the Districts. (2) Head Constables and Constables shall be provided with articles of uniform prescribed for them at Government expense. (3) Care of articles supplied to the Constabulary shall be taken in the same manner wherever applicable as in the case of the Bombay State Police Force, as laid down in Rule 179 of the Police Manual, Volume I, 1950. (4) Rules regarding the wearing of uniform, badges, medals or ribbons laid down in the Police Manual Volume I,1950, shall be applicable to the members of the Bombay State Reserve Police Force also. 1[(5) The Commandants 2 [the Adjutants, the Battalion Quarter Masters and the Assistant Commandants] shall have the powers to condemn and dispose of all unserviceable articles of uniform provided to Head Cons tables and Constables under sub-rule (2)]. 1. Rule 38 :- Every recruit shall be imparted training in the following subjects : (1) Physical Training, Organised Games (including Boxing) and Obstacle Course. (2) Square Drill. (3) Company Drill (4) Ceremonial Drill. (5) Rifle Exercise. (6) Weapon Training (a) Bayonet training and Assault Course. (b) Musketry including firing. (7) Elementary Field Crafts. (8) Elementary Field Engineering. (9) Hygiene and Sanitation. (10) Elementary First Aid. (11) Tent Pitching. (12) Riot Drill. (13) Dacoit Operations. (14) Guard and Escort Duty. (15) Drilling a Squad in Squad Drill. (16) Unarmed Combat. (17) General knowledge of an elementary type. 39. Rule 39 :- A recruit shall be given training in the abovementioned subjects for a period of six months, at the end of which he shall be tested by the Assistant Commandant or the Adjutant assisted by one ore more officers of or above the rank of Company Commanders. The test shall be so carried out as to see whether the recruit has obtained proficiency in the abovementioned subjects. On his having attained proficiency, he shall be reported fit and on the final orders of the Commandant shall be considered as trained Constable and put in a section in an Active Company. 40. Rule 40 :- If the recruit fails to attain the required proficiency within a period of 6 months, the period of training may be extended for a further period not exceeding 6 months, unless there are special reasons. If he fails again to pass the recruits test at the end of the extended period, he may be discharged by the Commandant. 41. Rule 41 :- A. Constable on passing the recruits test shall be appointed to in an Active Company. No person who has not served for a period of 18 months in an Active Company shall be eligible for any appointment in special section such as Signals, Stores, Armourers of Band. In exceptional cases, in view of the recruits special qualifications, the Commandant may appoint any such recruit to a special section immediately after he has passed the recruits test or after he has served in an Active Company for a period of less than 18 months. 42. Rule 42 :- The training of a Police Constable in Active Company shall be so planned that he acquires and restrains high proficiency in the subject mentioned in Rule 38 above. Particular attention shall be paid to the imparting of advanced training in Weapon Training, Field Craft, Riot Duties Dacoit Operations and Guard and Escort Duty. 43. Rule 43 :- The training of Section Commanders and Assistant Section Commanders shall be so planned that in addition to having obtained proficiency in the subjects mentioned in rule 38 above, they shall be trained in the following subjects : (1) Method of teaching. (2) Section leading in dacoit operations. (3) Commanding a Squad when quelling riots in urban areas, street fighting, etc. (4) Drilling a Squad in Squad Drill and a Platoon in Platoon Drill. (5) Elementary map reading. (6) Advanced weapon training including T.M.C. and L.M.C. 44. Rule 44 :- The training of Platoon Commanders and Company Commanders shall be so Planned that they will attain highest proficiency in the subjects mentioned in rules 38 and 43. In addition, they should be able to lead the units under their charge in all types of coperations, impart training to the various ranks in the unit and be able to command their respective units on the parade ground in all types of drills, they should also be fully conversant with advanced subjects like Field Craft, Weapon Training, Dacoit Operations and Riot Drill. 45. Rule 45 :- Training of all ranks shall be on the general line of training imparted to Infantry Units of the Indian Army. The Commandant, with the concurrence of the Deputy Inspector-General of Police in charge of State Reserve Police Force shall devise a detailed programme of training in each subject guiding themselves by the instructions given in the various Training Pamphlets issued by the Indian Army authorities and making such changes as would be considered suitable for Police purposes. 46. Rule 46 :- The Instructional and Classification Courses in Weapon Training of various ranks shall be as laid down in Appendix VII. CHAPTER 8 Discipline 47. Rule 47 :- (1) When a Reserve Police Officer is reported to have committed an offence described under sections Hand 15 of the Act, the Commandant on receipt of a report regarding the facts of the incident shall decide whether the accused should be proceeded against in a court of law or should be dealt with departmentally. (2) If is decided to prosecute the accused, after obtaining previous sanction, if any, required for the prosecution of the accused, information regarding the alleged offence shall be given at the Police Station, in the jurisdiction of which the offence was committed, by any member of the Force as may be authorised by the Commandant in this behalf. (3) If the offence is committed by any such member of the Force outside the territory of this State, such information shall be given to the Officer in charge of the Police Station of the place within the territory of this State 1 [where he may have held his post immediately before proceeding outside the territory of this State and if the offender is not within the territory of this State, the officer in charge of such Police Station may take steps to bring him to this State for being proceeded against in a court of law or departmentally as may be decided]. (4) If it is decided to deal with the alleged offender departmentally, the procedure followed in dealing with officers of the State Police Force shall be followed and the Commandant shall be deemed to be a District Superintendent of Police for the purpose of awarding departmental punishment. (5) If as a resultof the proceedings described in sub-rule (4) above, it is found that the defaulter is guilty of the offence of which he is accused, he shall be given any of the punishments prescribed in section 18 of the Act or in section 25 of the Bombay Police Act, 1951, read with section 19 of the Act as the case may be. 1. Rule 48 :- When an officer of the rank of a Battalion Commander, Company Commander or Platoon Commander in charge of an independent detachment as mentioned in section 18 (1) of the Act decides either to deal with an officer subordinate to him departmentally or to prosecute him in a Court of Law, he shall submit forthwith to the Commandant a report regarding the decision taken and the grounds thereof, and implement the decision, unless approved by the Commandant. The decision of the Commandant in this matter shall be final. 49. Rule 49 :- When an officer of the rank of Battalion Commander, Company Commander or Platoon Commander decides to deal departmentally with an officer subordinate to him as mentioned in section 18 (1) of the Act, and his decision has been approved by the Commandant, he shall report the brief facts of the case along with this decision to the Commandant and the punishment awarded by him shall not be carried out, unless confirmed by the Commandant, in the case of a defaulter who is of the rank of Havildar Major, Havildar or Naik acting as Section Commander. Subject to the provision of section 18(4), the decision given by the Commandant in the matter shall be final. 50. Rule 50 :- When it is decided to deal with a defaulter in the manner prescribed under section 18 of the Act, the proceeding shall be written in a Register called Orderly Room Register, which will be maintained exactly in the same way as Orderly Room Register maintained for the members to the Bombay Stamp Police Force. 51. Rule 51 :- In caseof punishment to fine a warded by the Commandant or any other officer under his control-as mentioned in section 18(1)(c) of the Act, the appeal against the order of the said punishmentshall be submitted to the State Government or any officer specified under section 18(4). CHAPTER 9 Rewards 52. Rule 52 :- The rules regarding the rewards to various officers in the State Police Force shall apply to the corresponding members of the subordinate ranks and officers of the State Reserve Police Force. 53. Rule 53 :- When such reward is to be granted to members of the State Police Force, the reward shall be granted by the District Superintendent of Police or the Commissioner of Police, as the case may be, in whose jurisdiction the outstandingly good work regarding apprehension of a criminal or securing of information leading to the detection of crime, etc., is performed. In cases where a reward is to be granted to any such member for outstandingly good work calculated to increase the efficiency of the force or for good marksmanship or for extraordinary smartness, the reward shall be granted by the Commandant of the Group. 54. Rule 54 :- All officers and members of subordinate ranks of the State Reserve Police Force shall be eligible for the award of Presidents Police Medal or Police Medal, in the same- way as the members of the State Police Force. CHAPTER 10 Transfers 55. Rule 55 :- Transfer of officers and members of the subordinate ranks within the Group, inter-Group or from the State Reserve Police Force to the State Police Force and vice veras shall be governed by the provisions of section 7 of the Act. CHAPTER 11 Promotions and Examinations 56. Rule 56 :- Promotion to the rank Assistant Station Commanders (Naiks), Section Commanders (Havildars), Platoon Commanders (Jamadars) and Company Commanders (Sub-Inspectors) shall be made from amongst those who are fit and have passed the qualifying examinations. In judging the fitness for promotion the candidates record of service character and ability to command the unit, of which he is going to be incharge shall be taken into consideration. 57. Rule 57 :- The details regarding the rank of candidates who can appear for various qualifying examinations and the personnel of the Examination Board are given below :- 58. Rule 58 :- Promotion to the rank of Havildar Majors shall be made from amongs Havildars according to the seniority, provided they are fit. 59. Rule 59 :- The qualifying examinations mentioned in rule 57 shall be held once a year a the place and on the dates fixed by the Commandants concerned in the case of examinations referred to in serial Nos. 1 to 3 and by the Deputy Inspector General of Police in charge of the Force in the case of examination referred to in Serial No. 4, in the statement given in the said rule. 60. Rule 60 :- The qualifying examinations for promotion to Assistant Section Commanders Section Commanders, Platoon Commanders and Company Commanders, shall be in three parts. Part I shall be a written test in which simple questions on the subjects mentioned in the following tables shall be set. Marks shall be allotted in subjects in Part II and III on the parade ground after putting necessary questions to the ca nd ida to and after he has completed the various items of drill and replied to practical questions put regarding those items. The list of subjects and the maximum marks allotted it each subject are given in Tables I to IV below. For passing the qualifying examination a candidate must obtain at least 50 per cent, marks in each Part individually and 60 per cent, of the total marks. CHAPTER 12 Books, Registers, Files, Returns and other Records 61. Rule 61 :- The following books registers, files, returns and other records shall be main- tained in various offices in a State Reserve Police Group : CHAPTER 13 INSPECTION 62. Rule 62 :- Each Group shall be inspected at least once a year by the Deputy Inspector- General of Police in charge of the Force. At this inspection the Correspondence Branch, the Accounts Branch, the working of the Head Quarters Wing, the training of all the Active Companies including the training of officers shall be inspected. The Deputy Inspector-General shall offer his remarks whether the Group in all its different branches is kept at the highest pitch of efficiency or not. 63. Rule 63 :- The Commandant shall inspect at least once a year each Company, its accounts and training of all personnel. 64. Rule 64 :- Any detachment of State Reserve Police Force unit of a strength equal to or more than a platoon shall be inspected at least once in three months, when out of Head Quarters on duty, either by the Commandant or the Assistant Commandant. 65. Rule 65 :- A detachment of a strength smaller than a Platoon shall be inspected, when posted for duty outside the Head Quarters, by the Battalion Commander or the Company Commander once in two months. At such inspection he will satisfy himself whether all the ranks of the detachment are performing their duty properly, whether their arms, ammunition, clothing and accoutrements are in good condition, whether all ranks are housed and fed in the proper manner and whether the unit commander has taken all possible steps for the well-being of the men under his charge. CHAPTER 14 CONDITIONS OF SERVICE 66. Rule 66 :- The officers and members of the sub-ordinate ranks, followers, members of the clerical establishment, Motor Transport Section, Wireless Section and Hospital Section shall be such as may be sanctioned by the State Government from time to time. 67. Rule 67 :- All the personnel of the Force shall be governed for the purposes of pension and leave by the same Rules as are applicable to the personnel of the State Police Force. 68. Rule 68 :- No officer or member of the sub-ordinate ranks of the Force shall be allowed to resign or apply for transfer from the Force (i) until he has completed 5 years service in the Force; (ii) while the unit to which he is posted is employed on active duty; and (iii) if by his resignation or transfer the sanctioned strength of his group is likely to be reduced by more than 10 per cent. 69. Rule 69 :- Notwithstanding anything contained in Rule 68 above, the Commandant may on compassionate grounds allow such resignation or transfer. CHAPTER 15 MISCELLANEOUS 70. Rule 70 :- Unless they are permitted to live with their families all members of the State Reserve Police Force from Constables to Havildar Majors shall be attached to their Company Messes for the purpose of feeding. All such members shall ordinarily live in barracks. The Commandant may however, permit a certain percentage of this personnel to live with their families,provided family quarters are available within the premises of the Camp or in the vicinity of the Camp. 71. Rule 71 :- No member of the Force while on active duty shall take any of his family members with him, or allow them to reside in the vicinity of the area in which he is operating.
