Sec. 3(1). dated 3rd March. 1990 (w. e. f. 3rd March. 1990). In exercise of the powers conferred by the proviso to Art.309 of the Constitution and in supersession of the Central Reference Library, (Class III and IV Post) Recruitment Rules, 1961, the Central Reference Library. Calcutta (Class IV posts). Recruitment Rules, 1973 and the Central Reference Library. Calcutta, Hindi Assistant Recruitment Rules, 1977. except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to certain categories of Group 'C' and Group 'D' posts in the Central Reference Library, Calcutta , namely :- 1. Short title and commencement :- (1) These rules may be called the Central Reference Library, Calcutta (Group 'C' and Group 'D'; posts) Recruitment Rules. 1989. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and scale of pay :- The number of the said posts. their classification and the scale of pay attached thereto shall be as specified in columns 3 to 5 of the Schedule annexed hereto. 3. Method of recruitment, age limit, qualifications, etc :- The Method of recruitment to the said posts, age limit, qualification and other matters connected there with shall be as specified in columns 6 to 14 of the said schedule. 4. Initial constitutions :- Notwithstanding anything contained in these rules, persons holding any of the posts mentioned in the Schedule either in substantive or temporary capacity shall be deemed to have been appointed to these posts in the same capacity on the commencement of these rules and they shall be enbloc senior to the persons appointed thereafter under these rules. 5. Disqualifications :- No person, (a) who has entered into or contracted a marriage having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said posts; Provided that the Central Government., may if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds, for so doing, exempt any person from the operation of this rule. 6. Power to relax :- Where the Central Government is of opinion that it is necessary or expedient to do so, it may by order for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons, 7. Saving :- Nothing in these rules shall affect reservation relaxation of age limit and other concessions required to be provided for the Schedules Castes, Scheduled Tribes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.
