RULE :- (1) These rules may be cited as the Delhi Excise Bottles Rules and shall come into force on the 1st November, 1943. (2) In these rules "excise bottle" means a Punjab excise bottle as approved by the Financial Commissioner in the Punjab and or by the Lt. Governor of Delhi. 2. RULE :- Excise bottles shall not be used for any purpose except for the bottling of spirit in accordance with a licence granted under the Punjab Excise Act, 1914, as extended to the Union Territory of Delhi. 3. RULE :- Unless the Lt. Governor by general or special order otherwise directs, no excise bottle shall be exported from the Union Territory of Delhi to any other province except the Punjab. 4. RULE :- Delhi Excise bottles may be sold to a licensed distillery in the Punjab, a licensed vendor of foreign liquor or country spirit or to an authorised agent of a distillery. The sale of Delhi excise bottles to any other person or firm is prohibited. 5. RULE :- The possession or storage of more than twenty excise bottles is prohibited save to a distillery in the Punjab, a licensed vendor of foreign liquor or to the authorised agent of a distillery subject to any general or special order which may be passed in this connection by the Lt. Governor. No licensed vendor or authorized agent of a distillery may store or possess more than five hundred dozen excise bottles at any one time, provided that if a rationing scheme is in force, no licensed vendor may store at any time bottles in excess of the number required to contain his monthly quota of liquor under that scheme. 6. RULE :- For the purpose of rules (4) and (5) an authorised agent of a distillery shall mean a person or firm who or which has been authorised in writing by a licensed distillery in the Punjab or by the firm, Dyer Meakin Breweries Limited, at Solan in the Bagnat State to buy and store excise bottles on its or their behalf, In every case in which such a letter of authorisation is issued, the distillery concerned shall send a copy thereof to the office of the Lt. Governor with an endorsement showing the address of the authorised agent. The Lt. Governor shall have the right to cancel any such letter of authorisation, if he considers that the proposed authorised agent is an unsuitable person. 7. These rules shall not apply :- (a) to the import, export, transport, possession or sale of excise bottles lawfully filled with illicit liquor; (b) to the possession and use of not more than twenty excise bottles for domestic purposes in any single household at any one time.
