Director, Class-I, in the Forests and Environment Department (Gujarat State Service) Recruitment Rules, 1999 In exercise of the powers conferred by the proviso to Art. 309 of the Constitution of India, the Governor of Gujarat hereby makes the following rules to provide for regulating recruitment to the post of Director, Class-I, in the Forests and Environment Department in the Gujarat State Service, namely: 1. . :- These rules may be called the Director, Class-I, in the Forests and Environment Department (Gujarat State Service) Recruitment Rules, 1999. 2. . :- Appointment to the post of Director, Class-I, in the Forests and Environment Department in the Gujarat State Service shall be made either: (a) by promotion on the basis of principle of selectivity of a person from amongst the persons who have worked for about five years in the cadre of Senior Technical Officer Class-I in Forests and Environment Department or (b) by transfer on deputation basis of a suitable officer working on the analogous post in any Government department or Government institutes, and who possesses the educational qualification and experience specified in Rule 3 for direct selection; or (c) by direct selection. 3. . :- To be eligible for appointment by direct selection to the post mentioned in Rule 2 a, candidate shall (a) not be more than 45 years of age; (b) possess (i) a post graduate degree with second class in Environmental Science or Environmental Engineering or Civil Engineering with the subject of Public Health Engineering or Chemical Engineering or Chemical Technology or Botany or Zoology of a recognised University : Provided that preference may be given to a candidate possessing a doctorate degree in Chemistry,or Bio-Chemistry or Microbiology, or Zoology or Botany or Bioscience of a recognised University. (ii) practical experience for about ten years in designing/or execution of effluent treatment disposal and environmental control system or practical experience for about ten years in environmental investigation environmental impact assessment study and evoluation, wastewater treatment, air pollution control, monitoring, testing through acquaintance with analytical instruments in Laboratory, or possess senior cadre experience of management of environmental protection for about ten years; Provided that preference may be given to a candidate who in addition have done extensive research work or published papers in the related field: Provided further that the upper age limit may be relaxed in favour of a candidate who in addition possesses exceptionally good qualification or experience or both: Provided also that the upper age limit may also, be relaxed in favour of a candidate who is already in the service of the Government of Gujarat in accordance with the provisions of the Gujarat Civil Services Classification and Recruitment (General) Rules, 1967 as amended from time to time. 4. . :- A candidate appointed by direct selection shall be on probation for a period of two years. 5. . :- The selected candidate shall be required to pass an examination in Gujarati or Hindi or both in accordance with the rules prescribed by Government in that behalf from time to time. 6. . :- The selected candidate shall have to undergo such training as may be prescribed by the Government from time to time. 7. . :- The selected candidate shall have to furnish a security and surety bond in such forms and for such amount and for such period as may be prescribed by the Government from time to time.
