Rule English Stenographer, Grade-II (Class-III) (Panchayat Service) Recruitment Rules, 1998 In exercise of the powers conferred by Sec. 227 read with Seo, 274 of the Gujarat Panchayats Act, 1993 (Guj. 18 of 1993) and in supersession of all the rules made in this behalf the Government of Gujarat hereby makes the following rules to provide for regulating recruitment to the post of English Stenographer, Grade-II (Class- III) (Panchayat Service) namely: 1. Rule :- These rules may be called the English Stenographer, Grade-II (Class- III) (Panchayat Service) Recruitment Rules, 1998. 2. Rule :- Appointment to the post of English Stenographer, Grade-II (Class- III) (Panchayat Service) shall be made either (1) by promotion of a person of proved merit and efficiency from amongst the persons who must (a) have worked for not less than five years as English Stenographer, Grade-III (Class-III) (Panchayat Service), (b) passed the examination in English Shorthand of the speed of 100 words per minute held by the State Examination Board; or (2) by direct selection. 3. Rule :- The appointment by direct selection and promotion shall be made in the ratio of 1:3 respectively. 4. Rule :- To be eligible for appointment by direct selection to the post mentioned in Rule 2, a candidate shall (a) not be less than 18 years and not more than 40 years of age; (b) (i) possess a Bechelor's degree of a University established by Law in India or deemed to be University as per the provisions of Sec. 3 of the University Grants Commission Act, 1956 (Act 2 of 1956) (ii) have passed the test in English Shorthand of the speed of 100 words per minute and in English Typewriting of the speed of 40 words per minute held by the State examination Board; (c) have adequate knowledge of Gujarati and Hindi. 5. Rule :- A candidate appointed by direct selection shall be on probation for a period of one year. 6. Rule :- A candidate appointed by direct selection shall be required to undergo such training for such period and pass such post-training examination as may be pre- scribed by the Government. 7. Rule :- A selected candidate shall be required to pass the departmental examination and an examination in Gujarati or Hindi or both as may be prescribed by the Government. 8. Rule :- A selected candidate shall be required to undergo the training and pass the post-training examination for Gujarati typing and Gujarati Shorthand in accordance with the rules made by the Government in that behalf from time to time. 9. Rule :- A candidate appointed by direct selection shall be required to furnish a security and surety and in such form for such amount and for such period as may be prescribed by the Government.
