Procedure of Inspection of Fennel , Fenugreek and Celery Seeds prior to export EXPORT OF FENNEL, FENUGREEK AND CELERY SEEDS (INSPECTION) RULES, 1971 S.O. 3601-A, dated 1st October, 1971 1. -In exercise of the powers conferred by Sec. 17 of the Export (Quality Control and Inspection) Act, 1963 (22 of 1963), the Central Government hereby makes the following rules, namely :- 1. Short title and commencement :- (1) These rules may be called the Export of Fennel, Fenugreek and Celery Seeds (Inspection) Rules, 1971. (2) They shall come into force on the 21st October, 1971. 2. Definition :- In these rules, the expressions "Fennel Seed", "Fenugreek Seed" and "Celery Seeds" shall mean respectively Funnel Seed (Foeniculum Vulgare Mill.) whole and ground, Fenugreek Seed (Trigonella foenumgraecum L.) whole and ground, and Celery Seed (Apium graveolens L.) whole grown in India. 3. Procedure of Inspection of Fennel , Fenugreek and Celery Seeds prior to export :- (1) The provisions of the Agricultural Produce (Grading and Marking) Act, 1937 (1 of 1937), the General Grading and Marking Rules, 1937; and the Fennel, Fenugreek and Celery Seeds Grading and Marking Rules, 1967, shall so far as may be, apply to the inspection of Fennel, Fenugreek and Celery Seeds prior to export. (2) If after inspection, the Agricultural Marketing Adviser to the Government of India, Directorate of Marketing and Inspection or any other Officer of that Directorate, authorised by him in this behalf, is satisfied that the consignment of fennel, fenugreek and celery seeds complies with the standard specifications and has been labelled and packed in accordance with the provisions of the rules referred to in sub-rule (1), he shall issue a Certificate of Grading to the exporter declaring the consignment as export-worthy.
