Saving SCHEDULE 1 :- 1 GOVERNMENT OF INDIA PRESSES AND BRANCHES GROUP 'C' ELECTRONIC DUPLICATING MACHINE OPERATOR RECRUITMENT RULES, 1996 G.S.R. 130, dated 25th February, 1997 .- In exercise of the power conferred by the proviso to Art. 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Electronic Duplicating Machine Operator in the Government of India Presses under the Directorate of Printing (Ministry of Urban Affairs and Employment) namely :- 1. Short title and commencement :- (1) These rules may be called Government of India Presses and Branches Group 'C' Electronic Duplicating Machine Operator Recruitment Rules, 1996 . (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and scale of pay :- The number of the said post, its classification and scale of pay attached thereto, shall be as specified in Columns 2 to 4 of the Schedule annexed to these rules. 3. Method of recruitment, age limit and other qualifications etc :- The method of recruitment, to the said post, age limit, qualifications and other matters relating thereto shall be as specified in Columns 5 to 14 of the said Schedule. Provided that where the Director of Printing, is satisfied for reasons to be recorded in writing, he may by order, transfer an employee from one Press to any other Press under his control in the public interest or on the request of such employee on compassionate ground or for redeployment of surplus staff of the Press, subject of the following conditions namely:- (i) Where the transfer is ordered in public interest the service interests of the employee concerned shall not be adversely affected . (ii) Where the transfer is made on the request of the employee concerned on compassionate grounds, the individual concerned will not get the benefit of service rendered by him in his own parent unit for the purpose of seniority in the unit in which he is transferred and (iii) Where a surplus person is redeployed, he shall be treated as fresh recruit for the purposes of seniority in the unit in which he is absorbed. 4. Disqualification :- No person,- (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post : Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax :- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing. relax any of the provisions of these rules with respect to any class or category of persons. 6. Consideration of seniors :- The seniors who have completed the probation period, are also to b e considered for promotion where their juniors who have completed the requisite service are being considered. 7. Saving :- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
