GUJARAT CO OPERATIVE SERVICE CLASS-I RECRUITMENT RULES, 1992 In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in suppression of all previous rules made in this behalf the Governor of Gujarat hereby makes the following rules to provide for regulating recruitment to the posts under the Gujarat Co-operative Service. Class-I, in the State Agriculture Co-operation and Rural Development Department namely:- 1. . :- (1) These rules may be called the Gujarat Co-operative Service Class-I Recruitment Rules, 1992. (2) They shall apply to the following posts under the Gujarat Cooperative Services, Class-I, in the State Co-operation Department namely:- (i) Deputy Registrar of Co-operative Societies; (ii) District Registrar of Co-operative Societies; (iii) Special Auditor, Co-operative Societies; (iv) Manager (KVCI) and District Registrar, Co-operative Societies (Ind.) 2. . :- Appointment to the posts specified in sub-rule (2) of rule I in the Co-operative Department in Gujarat Co-operative Service, Class I shall be made either. (a) by promotion of a person of proved merit and efficiency from amongst the persons who have worked for not less than eight years in the cadre of Gujarat Co-operative Service Class-II. other than technical officer; and have passed the examination of the Government Diploma in Co- operation and Accountancy, or (b) by direct selection on the basis of the result of the competitive examination held by the Gujarat Public Service Commission: Provided that where an appointing authority is satisfied in clause (a) is not available for promotion and that it is in public interest to fill up the post by promotion of a person living experience for a lesser period, it may, for reasons to be recorded in writing, promote such person who possesses experience for a period of not less than of two thirds of the period specified in clause (a). 3. . :- To be eligible for appointment to the posts mentioned in rule 2, a candidate shall- (a) not be less than 21 years of age and not be more than 28 years of age, (b) possess a degree of any of the Universities incorporated by an Act of the Central or State Legislature in India or other educational institute established by an Act of parliament or declared to be deemed as a University under section 3 of the University Grants Commission Act, 1956, on possesses an equivalent qualification: Provided that the upper age limit may be relaxed in favour of a candidate, who is already in the service of the Government of Gujarat and the candidates belonging to Scheduled Castes/Scheduled Tribes and Socially and Educationally Backward Classes in accordance with the provisions of the Gujarat Civil Services Classification and Recruitment (General) Rules. 1967, as amended from time to time. 4. . :- Appointment by direct selection and by promotion shall be made in the ratio of 1:3 respectively. 5. . :- A candidate appointed by direct selection shall be on probation for a period of two years. 6. . :- A selected candidate shall be required to pass the Departmental Examination, if any. and examination in Hindi or Gujarati or both in accordance with the rules prescribed by the Government from time to time. 7. . :- A candidate appointed either by direct selection or by promotion shall have to undergo such training as may be prescribed by the Government from time to time. 8. . :- A selected candidate shall be required to furnish security and surety bonds for such amount and for such period as may be prescribed by the Government.
