Rule GUJARAT CO-OPERATIVE SERVICE, CLASS II RECRUITMENT RULES, 1992 In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, and in supersession of all previous rule made in this behalf, the Governor of Gujarat hereby makes the following rules to provide for regulating recruitment to the post under the Gujarat Co-operative Service, Class-II in the State' Agriculture Co-operation and Rural Development Department, namely:- 1. Rule :- (1) These rule may be called the Gujarat Co-operative Service Class-II Recruitment Rules. 1992. (2) They shall apply to the following posts under the Gujarat Co- operative Services, Class-II in the State Co-operation Department namely: (i) Assistant Registrar of Co-operative Societies; (ii) Assistant Director of Cottage Industries and Assistant Registrar for Industrial Co-operatives; (iii) Assistant District Registrar of Co-operative Societies; (iv) Special Auditor, Co-operative Societies (Class-II); and (v) Manager (Credit) and Assistant District Registrar of Co- operatives Societies. 2. Rule :- Appointment to the posts specified in sub-rule (2) of rule 1 In the Co-operative Department in Gujarat Co-operative Service, Class II shall be made either. (a) by promotion of a person of proved merit and efficiency from amongst the persons who. have worked for not less than seven years in the cadre of Subordinate Service Class-Ill, in the Stage Co- operation Department and have passed the Diploma in Co- operation and Accountancy, or (b) by direct selection on the basis of the result of the competitive examination held by the Gujarat Public Service Commission: Provided that where an appointing authority is satisfied that a person having an experience specified in clause (a) is not available for promotion and that it is in public interest to fill up the post by promotion of a person having experience for a lesser period, it may, be reasons to be recorded in writing, promote such person who possesses experience for a period of not less than two thirds of the period specified in clause (a). 3. Rule :- To be eligible for appointment by direct selection to the posts mentioned in rule 2, a candidate shall (a) not be less than 21 years of age and not be more than 28 years of age; (b) possess a degree of any of the Universities incorporated by an Act of the Central or State Legislature in India or other educational Institute established by an Act of parliament or declared to be deemed to as a University under section 3 of the University Grants Commission Act, 1956, or possesses an equivalent qualification: Provided that the upper age limit may be relaxed in favour of a candidate, who Is already In the service of the Government of Gujarat and the candidate belonging to Scheduled Castes/Scheduled Tribes and Socially and Educationally Backward Classes in accordance with the provisions of the Gujarat Civil Services, Classification and Recruitment (General) Rules, 1967. as amended from time to time. 4. Rule :- Appointment by direct selection and by promotion shall be made In the ratio of 1:3 respectively. 5. Rule :- A candidate appointed by direct selection shall be on probation for a period of two years. 6. Rule :- A selected candidate shall be required to pass the Departmental Examination, if any, and an examination In Hindi or Gujarat!j6r both in accordance with the rules prescribed by the Government from time to time. 7. Rule :- Acandldate appointed either by direct selection or by promotion shall have to undergo such training as may be prescribed by the Government from time to time. 8. Rule :- A selected candidate shall be required to furnish security and surety bonds for such amount and for such period as may be prescribed by the Government.
