Gujarat Police Sub-Inspector (Unarmed Branch) Competitive Examination Rules, 2004 In exercise of the powers conferred by clause (b) of Sec. 5 of the Bombay Police Act, 951 (Bom. XXII of 1951) and in supersession of all the previous rules made in this behalf, the Government of Gujarat hereby makes the following rules, namely: 1. . :- These rules may be called the Gujarat Police Sub-Inspector (Unarmed Branch) Competitive Examination Rules, 2004. 2. In these rules, unless the context otherwise required :- (a) "Board" means the Gujarat Subordinate Services Selection Board. (b) "Appendix" means an Appendix appended to these rules; (c) "Examination" means the competitive examination for recruitment to the post of Police Sub-Inspector Unarmed Branch which includes the preliminary examination and main examination. (d) "Main examination" means written, physical and interview test. (c) "Government" means Government of Gujarat. 3. . :- (1) The Board on receiving the requisition from the Government shall hold a ompetitive examination for selection of candidates for recruitment to the post of Police Sub-Inspector (Unarmed Branch). (2) The date and the place for holding the examination shall be fixed by the Board. 4. . :- (1) The examinations shall be held in two successive stages, namely: (i) Preliminary examination (Objective Type) for selection of candidates for Main Examination; and (ii) Main examination for final selection of candidates. (2) The syllabus for preliminary examination shall be as specified in Appendix-I and the syllabus for main examination shall be as specified in Appendix-II. 5. . :- (1) The medium of examinations shall be Gujarati except paper-III. (2) The answers to the question paper-III of English shall be given in English language. 6. . :- The candidate shall be required to attend the written examinations, physical test and interview test at their own expenses. 7. . :- (1) A candidate who desires to appear at the preliminary examination shall submit an application in such form as may be prescribed by the Board alongwith such fees as may be fixed by the Government from time to time. (2) The candidate who are declared by the Board to have qualified for admission to the main examination shall apply again in such form as may be prescribed by the Board with such fees as may he fixed by Government by time to time. (3) The foes shall be paid in such manner as may be prescribed by the Board and fee once paid shall not be refunded. 8. . :- No candidate shall be allowed to appear at the Main Examination unless the Board is satisfied that candidate is eligible in all respect and he has complied with all the requirements including the payment of the requisite fees. 9. . :- (1) The candidate shall be required to answer all question papers in his own handwriting. (2) (a) A candidate shall not be permitted to carry with him a Cellular phone, paper or any other mobile communication device. (b) A candidate shall not be allowed to use calculator in the Examination. 10. . :- The candidate who have obtained such minimum qualifying marks as may be fixed by the Board shall be called for an interview test: Provided that candidates belonging to the Scheduled Caste or Scheduled Tribe or Socially and Educationally Backward Class may be allowed to appear in the Main Examination (Written te.st) or as the case may be called for interview test by relaxing the standard in the Preliminary Examination or as the case may be in the Main Examination (Written) if the Board is of the opinion that sufficient number of candidates from these communities are not likely to be available for the Main Examination (Written) or as the case may be for interview test on the basis of the qualifying standard for general category in order to fill up the vacancies reserved for such categories. 11. . :- The names of the successful candidates shall be arrange by the Board in the order of merit on the basis of aggregate marks finally, awarded to each candidate in the Main Examination and in that order, the Board shall recommend the qualified candidates for appointment: Provided further that where the vacancies reserved for the candidates belonging to Scheduled Caste, Scheduled Tribe, Socially and Educationally Backward Class Including Nomadic Tribes and Denotified Tribes cannot be filled up on the basis of the qualifying aggregate marks fixed for general category, the Board may relax the standard of aggregate marks to make up the deficiency in the reserved posts. 12. . :- (1) The result of the examination shall be divided into three parts, namely: Part-I: The names of the candidates to be recommended to the Government. Part-II: The names of the candidates to be kept on the waiting list. Part-III: The names of the candidates who do not qualify. (2) The names of the candidates contained in Parts-I and II shall be published in the Official Gazette. (3) The form and manner of communication of the result to the successful candidates individually shall be such as may be decided by the Board. (4) The Board shall forward a copy of the result published in the Official Gazette, to the Government in Home Department. (5) The Board shall also recommend the names of the candidates belonging to the Scheduled Castes, the Scheduled Tribes, Socially and Educationally Backward Classes, Women and Ex-servicemen to the extent of the number of vacancies reserved for such categories. (6) The Board shall also prepare a waiting list category wise showing, the names of qualified candidates as far as practicable of about 10% of number of candidates recommended by the Board. 13. . :- The mere success in main examination shall not confer any right to the appointment and no candidate shall be appointed to the post unless the appointing authority is satisfied, after such inquiries may be considered necessary that the candidate is suitable in all respect for appointment to the post. 14. . :- Candidates qualified for appointment shall be required to pass medical examination according to rules made by the Government in that behalf. 15. . :- A candidate who is or has been declared by the Board to be guilty of (i) obtaining support for his candidature by any means; or (ii) impersonating; (iii) procuring impersonation by any person; (iv) submitting fabricated documents or documents which have been tampered with; (v) making statements which are incorrect or false or suppressing material information; (vi) resorting to any other irregular or improper means in connection with his candidature for the examination; (vii) using unfair means during the examination; or (viii) writing irrelevant matter, including absurd language or pornographic matter, in the scripts; (ix) misbehaving in any other manner in the examination hall; (x) harassing or doing bodily harm to the staff employed by the Board for the conduct of the examination; or (xi) attempting to commit or, as the case may be, abetting to Board of all or any of the acts specified in the foregoing clauses; or (xii) violating any of the instructions issued to the candidates alongwith his admission certificate permitting him to take the examination; shall, in addition to rendering himself liable to criminal prosecution, be liable (a) to be disqualified by the Board from the examination for which he is a candidate, or (b) to be debarred either permanently or for a specified period; (i) by the Board, from appearing in any examination. (ii) by the State Government, from any employment under it, provided that no penalty under clause (a) or clause (b) shall be imposed except after giving the candidate an appointment of making such representation in writing as he may wish to make in that behalf. (c) to disciplinary action under the appropriate rules if he is already in Government service. 16. . :- The Board shall fix the qualifying standard for examination. 17. . :- A candidate who desires to have his marks of Preliminary Examination rechecked, may apply to the Board alongwith such fee as may be fixed by the Board for each paper within a period of fifteen days from the date of declaration of result of the Preliminary Examination. 18. . :- A candidate who desires to have his marks of Main Examination rechecked, may apply to the Board alongwith such fee as may be fixed by the Board for each paper within a period of forty five days from the date of declaration of final result of the Main Examination. 19. . :- A candidate who desires to have the marksheet of the Mam Examination shall apply to the Board alongwith such fee as may be fixed by the Board within a period of fifteen days from the date of declaration of final result. 20. . :- Ordinarily every year the office of the Director General of Police shall intimate to the Government in Home Department not later than 30th November, the requirement of the Police Sub-Inspector (Unarmed Branch) for the next financial year.
