Rule Junior Clerk, Accounts Clerk (Class-III) (Panchayat Service) Recruitment Rules, 1998 In exercise of the powers conferred by Sec. 227 read with Sec. 274 of the Gujarat Panchayats Act, 1993 (Guj. 18 of 1993) and in supersession of all the rules made in this behalf, the Government of Gujarat hereby makes the following rules to provide for regulating recruitment to the post of Junior Clerk, Accounts Clerk (Class-III) (Panchayat Service), namely: 1. Rule :- These Rules may be called the Junior Clerk, Accounts Clerk (Class- III) (Panchayat Service) Recruitment Rules, 1998. 2. Rule :- Appointment to the post of Junior Clerk, Accounts Clerk (Class-III) (Panchayat Service) shall be made either: (a) by promotion of a person from amongst the persons who have worked in the cadre of Inferior Panchayat Service for not less than four years and who possess educational qualification as prescribed under sub- rule (b) of Rule 4, and have passed the departmental examination for promotion to the post of Junior Clerk, Account Clerk; or (b) by direct selection. 3. Rule :- The appointment by direct selection, and promotion shall be made in the ratio of 9:1. 4. Rule :- To be eligible for appointment by direct selection to the post mentioned in Rule 2, a candidate must. (a) not be less than 18 years and not more than 25 years of age; (b) have passed-the Secondary School Certificate Examination or an equivalent examination: Provided that in a case of post of Accounts Clerk; the candidate must have passed the Secondary School Certificate Examination with Mathamatics as one of the subject; (c) have adequate knowledge of Gujarati and Hindi. 5. Rule :- A candidate appointed by direct selection shall be on probation for a period of one year. 6. Rule :- A candidate appointed by direct selection shall be required to undergo such training for such period and pass such post-training examination as may be prescribed by the Government. 7. Rule :- A selected candidate shall be required to pass the departmental examination and an examination in Gujarati or Hindi or both as may be prescribed by the Government from time to time. 8. Rule :- A candidate appointed by direct selection shall be required to furnish a security and surety bond for such amount, in such form and for such period as may be prescribed by the Government.
