Librarian (Government Ayurved College) under Directorate of Indian System of Medicine and Homoeopathy Recruitment Rules, 2000 In exercise of the powers conferred by proviso of Art. 309 of the Constitution of India, and in supersession of all the existing rules made in this behalf the Governor of Gujarat hereby makes the following rules to provide for regulating recruitment to the post of Librarian, Class-III in the Government Ayurved Colleges under Directorate of Indian System arid Medicine and Homoeopathy, Gujarat State, namely: 1. . :- These rules may be called the Librarian (Government Ayurved Colleges) under Directorate of Indian System of Medicine and Homoeopathy Recruitment Rules, 2000. 2. . :- Appointment to the post of Librarian class-III, in the subordinate service of the Directorate of Indian System of Medicine and Homoeopathy, Gujarat State shall be made either. (a) by promotion of a person of proved merit and efficiency from amongst the persons who have worked for not less than five years in the cadre of Librarian (except Government Ayurved College) in the subordinate service of the Directorate of Indian system of Medicine and Homoeopathy and who possess the educational qualifications as prescribed in clauses (i) and (ii) of the Rule 4(b) for direct selection: Provided that where the appointing authority is satisfied that a person having an experience specified as above is not available for promotion and that it is necessary in the public interest to fIII up a post by promotion of a person having experience for a lessor period. It may for reasons to be recorded in writing promote such person who possess an experience for a period of not less than two thirds of the periods specified as above; or (b) by direct selection. 3. . :- A appointment by direct selection and promotion shall be made in the ratio of 1:1. 4. . :- To be eligible for appointment by direct selection to the post mentioned in Rule 2, a candidate shall (a) not be less than 25 years of age and not be more than 32 years of age. Provided that the upper age limit may be relaxed also in favour of a candidate who is already in the services of the Government of Gujarat in accordance with the provisions ot the Gujarat Civil Services Classification and Recruitment (General) Rules, 1967 as amended from time to time: Provided further that the upper age limit may be relaxed in favour of a candidate who possesses exceptionally good qualification or experience or both. (b) Possess (i) a Higher Second Class post graduate degree in other subject except Library Science and with good academic career; (ii) a first class or higher second class post Graduate degree in Library Science; (iii) adequate knowledge of Gujarati, Hindi and Sanskrit. 5. . :- A candidate appointed by direct selection shall be on probation for a period of two years. Provided that the appointing authority may, if it thinks fit in any case extend the period of probation for a further period of one years; Provided further that if in any case passing of a departmental examination during the period of probation is stipulated as a pre- requisite condition for completion of such probation period and where the probationer could not pass the same within the prescribed chances admissible to him under the rules reasons beyond his control, the above ceiling on the period of probation shall not be applicable. 6. . :- A candidate appointed by direct selection shall be required to pass the departmental examination and an examination in Hindi or Gujarati or both in accordance with the rules prescribed by the Government in that behalf. 7. . :- A candidate appointed either by direct selection or by promotion shall be required to under go such training and pass post training examination as may be prescribed by the Government in that behalf. 8. . :- A candidate appointed by direct selection shall be required to furnish a security and surety bond in such form, for such period and for such amounts as may be prescribed by the Government from time to time.
