Power to exempt PAPER (CONSERVATION AND REGULATION OF USE)ORDER, 1974 S.O.466(E), dated the 1st August, 1974 1 -Whereas the Central Government is of opinion that it is necessary and expedient so to do for maintaining and increasing supplies of paper, an essential commodity, and for securing its equitable distribution; Now, therefore-, in exercise of the powers conferred by Sec. 3 of the Essential Commodities Act, 1955 (10 of 1955), the Central Government hereby makes the following Order, namely: 1. Short title, extent and commencement :- (1) This Order may be called the Paper (Conservation and Regulation of Use) Order, 1974. (2) It extends to the whole of India. (3) It shall come into force on the 1st day of September, 1974. 2. Definitions :- In this Order, unless the context otherwise requires,- (a) "advertisement or propaganda material" means posters, leaflets, handouts or any other material printed on one or more sheets with a view to forming a single composite design and distributed with a view to propagating any idea; 1[ (b) * * *]. 1[ ((c) * * *]. (d) "calendar" means sheets of paper indicating the date, or month, or both of a year, whether or not containing any corresponding date of any other era, picture, advertisement, propaganda material or other information; 1[(e)* * *]. (f) "diary" means a book which indicates dates of different months of a year with some space against each such date for making a daily record of events, whether or not containing any printed material, advertisement or propaganda material; 1[(g)* * *]. (h) "invitation or greeting card" means sheet or sheets of paper, manufactured with any message of invitation or greeting; (i) "paper" includes writing paper, packing paper, wrapping paper and 5 [speciality paper, art paper, imitation art paper and chrome paper] but does not include a newsprint. 1. Regulation of use of paper :- No person shall print or cause to be printed- (i) any advertisement or propaganda material of any kind in a sheet, the total surface area of one side of which exceeds 3,900 square centimetres; 1[(ii) a diary, if the total surface of the pages meant for making a daily record of events exceeds 63,000 square centimetres; (iii) a calendar on any paper if the surface area of one side of sheet or where there are more than one sheet, the aggregate surface area of one side of such sheets, exceeds 8,700 square centimetres - (a) on art paper, imitation art paper or chrome paper, if the surface area of one side of a sheet, or where there are more than one sheet, the aggregate surface area of one side of all such sheets, exceeds 2,000 square centimetres; (b) on any paper, other than art paper, imitation art paper or chrome paper, if the surface area of one side of a sheet, where there are more than one sheet the aggregate surface area of one side of all such sheets, exceeds 8,700 square centimetres; (iv) 2 [* * *] (v) any invitation or greeting card, if the surface area of one side of a sheet, or where there are more than one sheet, the aggregate surface area of one side of all such sheets, exceeds 500 square centimetres. 1. Exemption :- Nothing in this Order shall apply to- (i) any paper or printing material meant or used exclusively for export; (ii) any paper or printed material made or printed in pursuance of any firm and irrevocable order placed before the 1st day of August, 1974; (iii) any printed material the cost of which is paid in foreign exchange; (iv) any printed material intended for the promotion of tourism; 1 [(v) any diary, calendar or invitation or greeting card completely made of hand-made paper.] 1. Power to exempt :- The Central Government may, having regard to the availability of paper during any period, by order, exempt the printing of advertisement or propaganda material, calendars, diaries or invitation or greeting cards from the operation of the provisions of Cl. 3 for such period as may be specified in the Order.]
