Police Constable (Un-Armed and Women Branch) Competitive Examination Rules, 2006 In exercise of the powers conferred by clause (b) of Sec. 5 of the Bombay Police Act, 1951 (Bom. XXII of 1951) and in supersession of all the existing rules made in this behalf, the Government of Gujarat hereby makes the rules regulating the method of Examination for recruitment to the posts of Police Constable (Un- Armed, Armed and Women Branch) Class III, in the Gujarat Subordinate Service, in the Police Department, as follows, namely: 1. . :- These rules may be called the Police Constable (Un-Armed, Armed and Women Branch) Competitive Examination Rules, 2006. 2. . :- In these rules, unless the context otherwise requires (a) "Board" means the Gujarat State Subordinate Services Selection Board, Gandhinagar; (b) "Examinations" means the competitive examination held under Rule 3 for recruitment to the post of Police Constable (Un-Armed, Armed and Women Branch) which includes physical test and main examination; (c) "Main examination" means written Examination and Interview Test. 3. . :- (1) The Board on receiving the requisition from the Government, shall hold a competitive examination for selection of candidates for recruitment to the post of Police Constable (Unarmed, Armed and Women Branch) in the Gujarat Subordinate Service, in the Police Department. (2) The date and the place for holding the examination shall be such as may be fixed by the Board. (3) The examination shall be held in two successive stages as follows, namely: Physical Test 100 marks The test shall consist of the following: A. For male Candidate B. For Female Candidate (i) Running 1600 metres in 6 (i) Running 100 metres in minutes and 30 seconds 18 seconds, (ii) High Jump 1.22 metres. (ii) High Jump 0.99 metres (iii) Long Jump 4.27 metres. (iii) Long Jump 2.78 metres (iv) Putting the shot (7.257 Kg.) or (iv) Putting the shot (7.257 Kg.) or 16 Ibs - 5.90 metres. 16 Ibs - 3.81 metres, (v) Pullups 5 times. (v) Running 800 metres in 4 minutes and 5 seconds (vi) Rope Climbing up to 5.34 meters, (vii) Cycling (ii) Main examination (a) Written Test 100 Marks. (i) Written examination shall be of objective type and questions shall be on general knowledge and psychology. (ii) The standard of the paper shall be of the Level of Higher Secondary School Certificate Examination 10+2 conducted by the Gujarat Secondary and Higher Secondary Education Board. (b) Interview Test 25 Marks. 4. . :- (i) The candidate shall be required to attend the physical test, written test and interview test (viva-voce) at his/her own expenses. (ii) The candidate who secures qualifying marks in the physical test shall be allowed to appear at the written test. 5. . :- (1) A candidate who desires to appear in the written test, shall submit an application in such form, in such manner as may be prescribed by the Board alongwith such fees as may be fixed by the Board from time to time. (2) The fees shall be paid in such manner as may be prescribed by the Board and fees once paid shall not be refunded. 6. . :- No candidate shall be allowed to appear at the main examination unless he possess the requisite educational qualifications, physique and the Board is satisfied that candidate is eligible in all respect in accordance with the recruitment rules and otherwise eligible with these rules and he/she had complied with all the requirements including the payment of the requisite fees. 7. . :- (1) The candidate shall be required to answer the question paper in his/her own handwriting. (2) (a) The candidate shall not be permitted to carry with him any gadget or material in any form in the Examination hall. (b) The candidate shall not be allowed to use Calculator in the written test. 8. . :- (1)The Board shall fix the minimum qualifying marks/standards for main examination including those belonging to the reserved categories, only those candidates who have obtained such minimum qualifying marks in the written test as may be fixed by the Board shall be called for an interview test (viva-voce): Provided that candidates belonging to the Scheduled Castes, Scheduled Tribes and Socially and Educationally Backward Classes may be allowed to appear in the interview test by relaxing the standard in the written test if the Board is of the opinion that sufficient number of candidates from these communities are not likely to be available for the interview test to fill up the vacancies reserved for such categories. (2) (1) The Board shall prepare the result, arranging the names of the successful candidates in the order of merit on the basis of aggregate marks finally awarded to each candidate in the main examination and in that order and shall declare a list of such qualified candidates. (2) The Board shall recommend the names of successful candidates for appointment: Provided that where the vacancies reserved for the candidates belonging to Scheduled Castes, Scheduled Tribes and Socially and Economically Backward Classes, (including Nomadic Tribes and Denotified Tribes) cannot be filled up on the basis of the qualifying aggregate marks fixed for general category, the Board may relax the standard of aggregate marks to make up the deficiency in the reserved posts. 10. . :- (1) The result of the examination shall be in two parts, namely: Part-I: Select list.The names of the candidates to be recommended to the Government. Part-II: Waiting List.The names of the candidates to be kept on the waiting list. (2) The names of the candidates contained in Part I and Part II shall be published in the Official Gazette. (3) The form and the manner of communication of the result of the examination to the successful candidates individually shall be such as may be decided by the Board. (4) The Board shall also recommend the names of the candidates belonging to the Scheduled Castes, Scheduled Tribes, Socially and Economically Backward Classes, Women and Exservicemen to the extent of the number of vacancies reserved for such categories. (5) The Board shall also prepare a. waiting list, category wise showing the names of qualified candidates as far as practicable of about ten per cent, of number of candidates recommended by the Board under sub-rule (1) for recommending the names of further candidates to the Government on demand. (6) The Board shall forward a copy of the result to the Government in Home Department. 11. . :- The mere success in main examination shall not itself confirm any right to the appointment and no candidate shall be appointed to the post unless the appointing authority is satisfied, after such inquiries as may be considered necessary that the candidate is suitable in all respect for appointment to the post. 12. . :- Candidates qualified for appointment shall be required to pass medical examination according to rules made by the Government in that behalf. 13. . :- The Board shall regulate all matters regarding conduct of examination in accordance with the procedure adopted by it in conformity with the Government orders in that behalf. 14. . :- A candidate who is or has been declared by the Board to be guilty of, (i) obtaining support for candidature by any means, or (ii) impersonating, or (iii) procuring impersonation by any person, or (iv) submitting fabricated documents or documents which have been tampered with, or (v) making statements which are incorrect or false or suppressing material information, or (vi) resorting to any other irregular or improper means in connection with his candidature for the examination, or (vii) using unfair means during the examination, or (viii) writing irrelevant matter, including obscene language or pornographic matter, in the scripts, or (ix) misbehaving in any other manner in the examination hall, or (x) harassing or doing bodily harm to the staff employed by the Board for the conduct of the examination, or (xi) attempting to commit or, as the case may be, abetting to commission of any of the acts specified in the foregoing clauses, or (xii) violating any of the instructions issued to the candidates alongwith his admission certificate permitting him to take the examination, may in addition to rendering himself liable to criminal prosecution, be liable, (a) to be disqualified by the Board from the examination for which he is a candidate, or (b) to be debarred either permanently or for a specified period (i) by the Board, from appearing in any examination or selection held by it; (ii) by the State Government, from any employment under it: Provided that no penalty under clause (a) or clause (b) shall be imposed except after giving the candidate an opportunity of making such representation in writing as he/she may wish to make in that behalf, or (c) disciplinary action under the appropriate rules if he/she is already in Government service. 15. . :- A candidate who desires to have his marks of main examination rechecked, may apply to the Board alongwith such fees as may be fixed by the Board within a period of fifteen days from the date of declaration of result of the main examination.
