Professor Recruitment Rules, 1999 In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, the Governor of Gujarat hereby makes the following rules regulating recruitment to the post of Professor, in Government Pharmacy Degree College, Gujarat Education Service, Class-I, namely: 1. . :- These rules may be called the Professor Recruitment Rules, 1999. 2. . :- Appointment to the post of Professor in Government Pharmacy Degree College, Gujarat Educational Service Class-I, shall be made either: (i) by promotion of a person of proved merit and efficiency from amongst the persons who have worked for not less than five years in the cadre of Assistant Professor in Government Pharmacy Degree College; Provided that where the appointing authority is satisfied that a person having experience specified above is not available for promotion and that it is necessary in the public interest to fill up the post by promotion of a person having experience for a lesser period, it may, for reasons to be recorded in writing to promote such person possessing lesser experience; Provided further that the lesser experience so possessed by the candidate is not less than two thirds of the period referred to above; or (ii) by direct selection. 3. . :- The ratio for the appointment by promotion and direct selection shall be 1:1. 4. . :- To be eligible for appointment by direct selection to the post mentioned in Rule 2, a candidate shall, (a) not be more than 45 years of age; Provided that the upper age limit may be relaxed in favour of a candidate possessing exceptionally good qualification or experience or both; Provided that the upper age limit may be relaxed in favour of a candidate who is already in the service of the Government of Gujarat and also in favour of a candidate belonging to Scheduled Castes and Scheduled Tribes and Socially and Educationally Backward Class in accordance with the provisions of the Gujarat Civil Service Classification and Recruitment (General) Rules, 1967. (b) possess: (i) a Ph.D with first class Bachelor's or Master's degree in Pharmacy from a University established by law in India or an Institution deemed to be university under section 3 of the University Grants Commission Act, 1956; or (ii) Ph.D. with a first class Master's Degree in Science in appropriate Branch of teaching posts in Humanities and Sciences: (iii) Ten year's experience in teaching post or in industry or in research out of which five years experience must be at the level of Assistant Professor, or its equivalent level gained after acquisition of the educational qualifications mentioned above; Provided that a candidate from industry and profession with recongised professional work of high standard reconised at national or international level equivalent to Doctorate shall also be considered; (iv) adequate knowledge of Gujarati or Hindi or both. 5. . :- The candidate appointed by direct selection shall be required to pass a departmental examination and an examination in Gujarati or Hindi, as the case may be, in accordance with the rules prescribed by the Government in that behalf; 6. . :- The candidate appointed by direct selection shall be required to undergo such training as may be prescribed by the Government. 7. . :- The candidate appointed by direct selection shall be required to furnish a security and surety bond in such form and for such amount and for such period as may be prescribed by the Government.
