Board to regulate appointment of examiners, supervisors etc STATISTICAL ASSISTANT (Panchayat Service) RECRUITMENT (Examination) RULES, 1974 In exercise of the powers conferred by sec:ion 323 read with sub- section (3) of Section 203 of the Gujarat Panchayat Act, 1961 (Guj. VI of 1962) the Government of Gujarat hereby makes the following rules namely : 1. Short title :- (1) These rules may be called the Statitsical Assistant (Panchayat Service) Recruitment (Examination) Rules, i974. (2) They shall apply to the recruitment of Statistical Assistant in the Panchayat Service. 2. Definitions :- In these rules unless the context otherwise requires; (i) "Appendix" means an Appendix appended to these rules: (ii) "Board" means the Gujarat Panchayat Service Selection Board as constituted under section 210 of the Gujarat Panchayats Act, 1961; (iii) "Examination" means the competitive examination held under rule 3 for direct recruitment to the posts of Statistical Assistant in the Panchayat Service. (iv) "Panchayat Service" means the Panchayat Service as constituted under Section 203 of Gujarat Panchayats Act, 1961. 3. Examination to be held by Board :- (1) The Board shall hold a competitive examination for selecting candidates for recruitment to the post of Statistical Assistant in the Panchayat Service once a year. (2) The examination shall be held as and when necessary. 4. Candidate to bear expenses :- The candidates shall have to appear at the examination at their own expenses. 5. Duty of District Development Officer to collect data :- The District Development Officer shall collect the information for his office as well as for the offices subordinate to the District Panchayat in regard to the number of posts to be filled in by the District Panchayat or the Taluka Panchayat as the case may be and shall submit the requisition, to the board as may be specified by the Board. 6. Vacancies to be advertised :- The Board shall advertise the vacancies for the said posts for the purpose of examination. 7. Age limit :- (1) A candidate selected for the post of the Statistical Assistant shall have attained the age specified in the recruitment rules for the said post. (2) Notwithstanding anything contained in sub-rule (1) the upper age limit shall in the case of candidates belonging to Scheduled Castes, and Scheduled Tribes for the purposes of recruitment to the posts, be relaxed by not more than 5 years. 8. Qualifications of candidate regarding nationality :- (1) A candidate applying for the post specified in sub-rule (1) of rule 3 shall be: (a) a citizen of India; or (b) a subject of Sikkim; or (c) a subject of Nepal; or (d) a subject of Bhutan; or (e) a Tibetan refugee who came over to India before the 1st January, 1962 with the intention of permanently setting in India; or (f) a person of Indian origin who has migrated from Pakistan, Burma, Ceylon and East African countries of Kenya, Uganda and the ptlnited Republic of Tanzania (formerly known as Tanganika and Zanzibar) with the intention of permanently setting in India: Provided that a candidate belonging to a category specified in clause (c) or (d) or (e) or (f) must be a person in whose favour a certificate of eligibility had been given by the State GDvernment. Provided further that a candidate in whose case a certificate of Eligibility is necessary, may be admitted to an examination or interview conducted by the Board and he may provisionally be appointed to a post subject to his producting the requisite eligibility, certificate witnin such time as may also be allowed by the Board as the case may be. 9. Educational qualification etc :- A candidate applying for the post of the Statistical Assistant must h a v e possess the educational qualification specified in the recruitment rules for the post. 10. . :- The examination shall comprise of papers specified in Appendix A and the Syllabus for each paper shall be as specified therein. 11. Medium of Examination :- T h e medium of examination for candidates for the post of Statistical Assistant shall be Gujarati: Provided that for candidate whose mother tongue is not Gujarati, or candidates whose mother tongue is Gujarati but who may have received their secondary education in English or any medium other than the Gujarati alternative paper in English which will be a translation of the paper I or 2 shall be set they shall have an option to answer all tne questions in English. 12. Standard for passing examination :- The qualifying Standard for passing the written examination shall be 40 percent marks and for the viva voce test the qualifying standard shall also be 40 percent. 13. Fees for Examination :- (1) A candidate applying for appearing at an examination for Statistical Assistant shall be required to pay examination fee of rupees seven and fifty paise only alongwith the application. (2) A candidate belonging to the Scheduled Castes or Scheduled Tribes and applying for appearing at the examination for the said post, shall be required to pay examination fee of rupees three and seventy five paisa alongwith his application. 14. Publication result of written examination :- After the result of the written examination is prepared, the same should be published on the notice board and the Board shall arrange for the viva voce test only of those candidates who qualify in the written examination. 15. Publication of final result and selection test of candidates :- After the viva voce list is over, the Board shall public the result of the examination on the notice board of the Board's office arranging the names of candidates who qualify for the posts concerned in serial order according to the total number of marks obtained by each candidate. 16. Board to recommend names of selected candidates :- After the declaration of result and on preparation of selection list, the Board shall recommend to the District Development Officers in order of preference shown by the Board, the names of such candidates selected for the aforesaid pott as may be equal of the number to vacancies as indicated in the requisition with such particulars as the Government may by general or special order direct. 17. Success in an examination no t to confer right :- Success in an examination and viva voce test shall not by itself confer any right to appoinment and it shall be competent to the Board to pass over a candidate if after such enquiries as are considered necessary or on District Development Officer's report, it is. satisfied that the candidate is not suitable for public service. 18. Selected candidates to be on probation :- Appointment shall be made as and when vacancies occur and such appointment shall be made to temporary posts in the first instance. A ll appointments shall be on probation according to recruitment rules for the post. 19. Number of chances for appearing at examination :- No candidate shall be allowed more than two chances for appearing at the examination: Provided that a candidate belonging to a Scheduled Tribe and Scheduled Castes shall be allowed two additional (in all four chances) for appearing at the examination if he is otherwise eligible. 20. Medical test for qualified candidates :- The candidates qualified for appointment shall be required to go through medical test according to rules so as to be eligible for appointment. 21. Selected candidate to appear for language examination :- The selected candidates shall be required to pass the Hindi or Gujarati examination or both in accordance with the rules prescribed by the Government, in that behalf from time to time. 22. Board to regulate appointment of examiners, supervisors etc :- Subject to Government orders the Board shall regulate all matters regarding appointment of examiners, supervisors and remuneration payable to them and the conduct of the examination.
