Subedar Staff Officer and Subedar Company Commander Class-II (Border-Wing-Home-Guards) Recruitment Rules, 2007 In exercise of the powers conferred by the proviso to Art. 309 of the Constitution of India, the Governor of Gujarat hereby makes the following rules, to provide for regulating recruitment to the post of Subedar Staff Officer and Subedar Company Commander Class- II in the Border Wing Home Guards Organization, namely: 1. . :- These rules may be called the Subedar Staff Officer and Subedar Company Commander Class-II (Border-Wing-Home-Guards) Recruitment Rules, 2007. 2. . :- Appointment to the post of Subedar Staff Officer and Subedar Company Commander Class-II shall be made either, (a) by promotion of a person of proved merit and efficiency from amongst the persons who; (i) have worked for not less than seven years as Nayab Subedar (PLATOON Commander or Clerk or Quarter Master Class III) in the subordinate service of the Border Wing Home Guards; (ii) have passed the qualifying examination for Computer knowledge as may be prescribed by the Government from in accordance with the provision of the Gujarat Civil Services Classification and Recruitment [General Rules] 1967 as amended from time to time; (iii) have possess valid Light Motor Vehicle driving licence and experience for a period of not less than two years as on the date of promotion; (iv) fulfil the requisite criteria of physical standards as prescribed in Appendix "A" to this rules : Provided that where the appointing authority is satisfied that a person having the experience specified in clause (i) above is not available for promotion and that it is necessary in the public interest to fill up a post by promotion even of a person having experience for a lesser period, it may for reasons to be recorded in writing, promote such person who possesses experience of a period of not less than two third of the period specified in the clause (i), or (b) by direct selection. 3. . :- To be eligible for appointment by direct selection to the post mentioned in Rule 2, a candidate shall : (i) not be more than 45 years of age; (ii) be a retired JUNIOR Commissioned Officer of Subedar rank in the army, or served in the rank of an Inspector for a period of not less than five years in the Border Security Force or Central Reserve Force or State Reserve Police force or Into-Tibetan Border Police or ASSAM RIFELS or Central Industrial Security Force, (iii) possess Army map reading certificate with First Class; (iv) possess Indian Army Certificate with first class or it's equivalent qualification of paramilitary forces; (v) possess the basic knowledge of computer application as prescribed in the Gujarat Civil Services Classification and Recruitment (General) Rules, 1967, as amended from time to time; (vi) possess the minimum physical standards as specified in appendix "A" to this rules; (vii) possess valid Light Motor Vehicle driving licence and experience for a period of not less than two years as on the date of application; (viii) possess adequate knowledge of Gujarati of Hindi or both; 4. . :- The candidate appointed by direct selection shall be on probation for a period of two years. 5. . :- The candidate appointed by direct selection shall be required to pass the departmental examination-and an examination in Gujarati or Hindi or both in accordance with the rules prescribed by the Government from time to time. 6. . :- The candidate appointed by direct selection shall have to undergo such training and pass such examination as may be prescribed by the Government from time to time. 7. . :- The selected canddiate shall be required to furnish a security and surety bound in such form, for such period and for such amount as may be prescribed by the Government from time to time.
