Panchayat Raj Act, 1947 and the Uttar Pradesh Kshettra Samitis and Zila Parishads Adhiniyam, 1961 It is hereby enacted in the Twenty-first Year of the Republic of India as follows : Statement of Objects and Reasons.--The State Government has decided to review the constitution and functions of Zila Parishad, Kshettra Samitis and Gaon Panchayats. The review will take some time. Elections to these bodies will be held only after the relevant Acts are amended in the light of the review. As the term of Kshettra Samitis was due to expire on May 4, 1970 and that of Gaon Panchayats on July 5, 1970 and the State Government did not have power to extend their term any further, the U. P. Gaon Panchayats and Kshettra Samitis (Extension of Term) Ordinance, 1970 was promulgated to amend the relevant Acts. This Bill to replace the said Ordinance is accordingly introduced. 1. Amendment Of Section 12 Of U. P. Act Xxvi Of 1947 :- Amendment incorporated in the relevant Act. 3. Amendment Of Section 8 Of U. P. Act Xxxiii Of 1961 :- Amendment incorporated in the relevant Act. 4. Repeal Of U. P. Ordinance Viii Of 1970 :- The U. P. Gaon Panchayats and Kshettra Samitis (Extension of Term) Ordinance, 1970 is hereby repealed.
