1. Matter is heard in presence of the learned advocates representing the petitioner and the Union of India.
2. Petitioner participated in the selection test for being appointed as Constable (G.D.) under Central Armed Police Forces (for short, CAPFs).

Learned advocate representing the petitioner contends that in review Physical Standard Test (PST) chest of the petitioner in normal position was measured as 83.1 cm and in expanded position it was measured as 88.0 cm. According to the petitioner, as per norms, length of chest in normal position has to be 80 cm and above and in expanded position such length has to be 85 cm and above. Taking note of both the situations, it is submitted on behalf of the petitioner that chest of the petitioner was measured above requisite length as a result whereof petitioner ought to have been declared eligible for being considered for the post of Constable (G.D.) under CAPFs.
4. Learned advocate representing the Union of India has opposed the prayer of the petitioner by placing reliance on Clause 5 of the Guidelines for Recruitment Medical Examination in Central Armed Police Forces and Assam Rifles as revised in May, 2015.
5. Under Clause 5 of the Revised Guidelines of May, 2015, at the time of examining candidates, principal points are indicated under several sub-clauses amongst which under sub-clause (f) it is provided chest should expand for at least 05 cm with ease.
6. Based on such provision, it is submitted on behalf of the respondents that there has to be difference of at least 05 cm in length of chest in normal and expanded position.

Having considered the submissions made on behalf of the parties, this Court finds substance in the submissions made on behalf of the respondent authorities since it is specifically provided under Clause 5(f) of the Revised Guidelines of May, 2015 that chest should expand for at least 05 cm with ease; meaning thereby there has to be difference of 05 cm in length of chest during normal and expanded position.
8. In the present case, in normal position length of chest of the petitioner was measured as 83.1 cm whereas in expanded position it was measured as 88.0 cm. Therefore, requisite difference of 05 cm is not maintained.
9. Hence, this Court finds no anomaly in deciding that petitioner is not eligible for being considered for appointment in the post of Constable (G.D.) under CAPFs.
10. Writ petition stands dismissed. There shall be no order as to costs.
11. Urgent photostat certified copy of the order, if applied for, be given to the parties, upon usual undertakings.
